On Top of the World does not have its own city government or tree ordinance. Tree permits and regulations for properties within the community are handled by Marion County's Building Safety Department under the Marion County Land Development Code.
Marion County's Land Development Code regulates tree removal on development sites and requires mitigation for significant canopy loss. For residential property owners, Florida Statute 163.045 allows removal of trees documented as dangerous by an ISA Certified Arborist without a local permit. That written arborist opinion is the key document that enables the exemption.
